LONG LAKE TOWNSHIP BOARD
REGULAR MEETING MINUTES
May 11, 2010 Town Hall
The regular monthly Town Board meeting was called to order at 6:00 pm by Chairman LeRoy Sandridge. Board supervisors Harvey Olund and Wes Mohns, Treasurer Ruth Ann Dinga, and Clerk Marcia Kampf were present.
MONTHLY BOARD MEETING MINUTES: A motion was made by Harvey and seconded by Wes to approve the April 13 monthly board minutes read by the clerk. Motion approved.
FINANCIAL REPORT: The Board approved Ruth Ann’s April, 2010 financial report as presented with a motion made by Wes and seconded by Harvey. Motion passed.
RICHARD HARTMAN-ECONOMIC DEVELOPMENT CORP.-Richard Hartman, executive director, was present and gave a report. They are a nonprofit organization that helps with funding for new businesses. They also help with business planning and retaining existing businesses. David Haessig is the Board’s representative.
APPROVAL OF FIREWORKS PERMIT FOR BUTCH RIESCHL: Butch presented the permit to LeRoy and he signed it. The fireworks will be July 4th on the Lake as usual. Harvey made a motion to approve the permit and Wes seconded it. Motion carried.
PLANNING COMMISSION APPOINTMENTS: LeRoy presented the appointments as follows: Bill Austin, Chair, 1 year; David Haessig, 1 year; Gene Romsos, 2 year; Al Barta, 3 year. Wes made a motion to approve the appointments as presented by LeRoy. Harvey seconded and motion passed.
CHANGE OF LAWYER: LeRoy asked for permission from the Board to go to Eau Claire to get the papers on the Morningside Park Plat from the Attorney and then to have Joe Thrasher review the information. Marcia will send a letter to the law firm requesting all the materials for Morningside Road project be sent to the Town of Long Lake within 30 days.
RECOMMEMDATIONS REGARDING TOWN HALL BOAT LANDING: The Planning Commission sent recommendations resulting from the joint meeting with LLPA and the Town Board for phase 2 of the boat landing project. Brad Ray from LLPA was present and said they would like to work with the Town on improvement of the Town property surrounding the Town Hall and Boat Landing. It was recommended that the Town of Long Lake enter into an agreement with SEH, a professional engineering firm to do preliminary planning. A motion was made by Harvey to approve $1500 which is half of the $3000 estimated cost of the project for phase 2 of the Town Hall boat landing. Wes seconded it. Motion carried.
LOGGING AND WOOD CUTTING ON TOWN PROPERTY: LeRoy got a copy of a contract from the Forestry Dept. to use for cutting wood. Marcia will write up a similar contract for the Town of Long Lake to use.
REVIEW OF ATV ROUTES: There have not been any recent problems or complaints.
TOWN HALL RENTAL FEE: A Town resident requested use of the Town Hall for a garage sale on June 12. A motion was made by Wes that use of the Town Hall for gain will be charged a $50 retainer fee to be returned if no cleanup is required after inspection by a Board member. Harvey seconded it. Motion passed.
ORDINANCE TO APPOINT ALTERNATE MEMBERS FOR BOR: Marcia presented the ordinance which appointed Ruth Ann Dinga and Gary Kampf as alternates. A motion was made by Wes and seconded by Harvey to approve. Motion carried.
ORDINANCE FOR SIGNATURES ON TOWN BANK ACCOUNTS: Marcia presented this ordinance which stated that all checks must be signed by the Clerk and Treasurer and checks presented at the Board meetings would also be signed by the chairman. A motion was made by Harvey and seconded by Wes to approve this ordinance. Motion carried.
AUDUBON ROAD BLACKTOPPING PROJECT: Two culverts need to be replaced. It was decided to have the County take care of everything for this project as they will do all the paper work needed. LeRoy will contact the County.
ROAD SIGNS FOR TOWNSHIP: A proposal needed by 2012. Harvey had a book and a CD to explain what is involved. He passed the book on to the other Board members to review. LeRoy said some ‘Stop Ahead’ signs are needed when you can’t see the stop sign 500 feet ahead. Harvey reported some road signs were missing. Signs will be ordered.
COMMITTEE REPORTS: none
PUBLIC INPUT:
Hal Liesenfelt- He asked about concrete that was dumped in the road right away on Morningside Rd across from his property by a contractor. LeRoy will talk to the contractor about cleaning this up. Hal also asked about logging on Town property. LeRoy will contact a logger.
David Haessig- talked about garbage being left by a resident on Morningside Rd that was strewn about by a bear and or coons. This was cleaned up and was an expense to the Town of Long Lake so a bill will be sent to the party responsible.
REPORTS OF TOWN OFFICERS:
LeRoy-nothing
Harvey Olund-road report-discussed double chip sealing which is less expensive than blacktop. Mowing of road shoulders-called Denny Ullom-figured it would cost about $3000 which is close to what the County charges. Harvey will call Denny and try and get it done earlier this year. Shoulder on Eastside Rd. is bad in some places-he will talk to Bob Dahle to take care of this. Discussed a couple of trees that were leaning over a road and had to be removed by Choppers Tree Service.

Marcia-discussed clean-up day and reported $1800 in funds will be available for this. She will contact Roy’s Enterprises from Hayward and put this on the agenda for next month.

VOUCHERS: A motion was made by Harvey and seconded by Wes to pay vouchers 2192-2207. Motion passed.
ADJOURNMENT: The meeting was adjourned at 7:40 p.m. The next meeting will be Tuesday, June 8, 2010 at 6:00 pm. A tape of these minutes will be kept on file at the Town Hall or at the Clerks Home.
