LONG LAKE TOWNSHIP BOARD
REGULAR MEETING MINUTES

July 14, 2009 Town Hall

The regular monthly Town Board meeting was called to order by Chairman LeRoy Sandridge at 6:00 pm followed by the Pledge of Allegiance. Board supervisors Harvey Olund and Wes Mohns, Treasurer Ruth Ann Dinga, and Clerk Marcia Kampf were present.

MONTHLY BOARD MEETING MINUTES: A motion was made by Wes and seconded by Harvey to approve the minutes. LeRoy questioned the motion recorded about the Westphal property and whether it was done legally. He asked to table the minutes until next month so Marcia could listen to the tape. Wes made a motion to rescind the motion to approve the minutes. Harvey seconded it. Motion carried. The minutes are tabled until next month.

FINANCIAL REPORT: The Board approved Ruth Ann’s June, 2009 financial report as presented with a motion made by Harvey and seconded by Wes.

VARIANCE APPLICATION FOR ADDITION TO HOUSE-JEANNE VOIGT: Jeanne gave a report on what the addition will entail. An old shed will be torn down and an addition will be put on the back of the house. Harvey made a motion to approve the variance. Wes seconded it. Motion carried.

APPROVAL OF LIQUOR LICENSE APPLICATION-MARAWARADEN: Marcia reported that a notice had been published and all applications completed and the fee paid. Harvey made a motion to approve the Liquor License application for Marawaraden, Inc. Wes seconded it. Motion carried.

TOWN BOND POLICIES: Marcia had checked with the WTA attorney and it is required for all Towns to have the blanket bond. The separate bond for the Treasurer and Clerk are optional and since the cost for that was minimal, it was decided to keep both.

BFCESD(Birchwood Four Corners Emergency Services District) Resolution: LeRoy is on the committee and reported that the estimated cost of the project is $977,000. Seven Townships are involved in this district and will have to share the expense of 10% which is $97,500. Long Lake Town’s portion would be approximately $20,553.98. If spread over a 10 year period it would be $2,055.40 a year. If spread over 20 years, it would be $1,027.70 a year. A grant that would pay for 80% of the building is being applied for. Harvey made a motion to approve the resolution. Wes seconded it. Motion carried.

MUNICIPAL RECYCLING DAY: This has been scheduled for Friday, Aug. 14 from 8:00 am to 4:00 pm and Sat. Aug. 15 from 8:00 am to 12:00 noon. Kleenair from Rice Lake will handle it for the Town of Long Lake again. This is for Town of Long Lake property owners. Wes will be there on Friday and Harvey on Saturday.

ASSESSOR CONTRACT RENEWAL: Dave Sovacool was present and discussed his contract. It was for $10,400 a year, the same as this year with no increase. The contract is for three years. Wes made a motion to approve the 3 year contract presented by Dave Sovacool, the assessor. Harvey seconded. Motion passed.

BLACKTOPPING BUDGETING REPORT AND BID ON AUDUBON ROAD: Ruth Ann presented a report on monies available for road construction. She figured that about $125,947 would be available. A discussion followed on costs of various types of blacktopping and shouldering and mowing. The problem on Little Bear Road and the culvert was discussed. LeRoy had written a possible bid proposal for blacktopping Audubon Road which he gave to Marcia. She will write it up and send it to the papers. It was decided the Bids will be due and opened at the August 11 Board meeting.

FOLLOW UP ON LAKE STREET VACATION-ATTORNEYS FEES: Hearing for Westphall was June 30 and he got his request. LeRoy questioned why Attorney Nodolf was present at the hearing for the Town of Long Lake. Said he knew nothing about it. Wes said that the Lawyer called him the day before and asked if he should be there to represent the Town and Wes said he felt he should be. Harvey said he thought the Town was authorized to have a lawyer from the beginning. The Judge said a motion couldn’t be rescinded after a court date was set and LeRoy felt that the lawyer gave the Town wrong information. LeRoy said the lawyer was not authorized to be at the hearing and the Town was not going to pay the bill for that which hasn’t come yet. LeRoy said to pay the May bill for $1434.70 that the clerk had.

COMMITTEE FOR NEW TOWN HALL/SENIOR CENTER: LeRoy said he thought this should be taken to the Planning Commission and a committee formed from there. Anyone interested can call Bill Austin about this.

COMMITTEE REPORTS:
 Gene Romsos-First Responders report-There will be a meeting where Sheriff Dryden will address them about how to assist the law in emergencies.
 Recreation committee-Barb & Rich Alvin put out maps for ATV’s.

PUBLIC INPUT:
 Barb Sabotke-concerned about dogs running loose and wants a post card sent to all property owners regarding the Town leash law. Notices are sent in the tax bills. Postcards would be too expensive. It was suggested that The Town post some flyers around the Town about this. LeRoy said to call him or the Sheriff when she has a problem.
 Chuck May-from Little Bear Rd. asked about the problem with the culvert at Lillian Jiral’s place on that road where flooding happens. LeRoy said they were going to look at the problem to see what could be done.
 Barb Cooan asked how the Town Hall/Senior Center got started. She is against this project.

REPORTS OF TOWN OFFICERS:
 LeRoy- talked about laminating a Town map that came from the Zoning office. It was suggested he check with WITC where it costs $1 a foot or with the Printing Post in Birchwood.
 Harvey Olund-road report –mowing of Town road shoulders-County will do it in the next week or two. Gene Romsos asked if the entire ditch on Long Lake Ave. could be mowed for the trails. Money could come out of recreation fund for the added expense of doing this. Some patching on Eastside Road needs to be done.

VOUCHERS: A motion was made by Harvey and seconded by Wes and approved to pay vouchers 1983-2006.

ADJOURNMENT: The meeting was adjourned at 8:05 p.m. The next meeting will be Tuesday, Aug. 11, 2009 at 6:00 pm. A tape of these minutes will be kept on file at the Town Hall or at the Clerks Home.
