Meeting Minutes – Sept 3, 2009

Chairman Bill Austin called the meting to order at 6:01 p.m.
Members Present: Allan Barta, David Haessig, Gene Romsos and Leroy Sandridge
Members Absent: None
Chairman Austin advised plan commission meeting didn’t have to strictly adhere to every facet of Roberts Rules of Order but needed to comply to open meeting rules.
David Haessig resigned from the secretary’s position and Gene Romsos volunteered to try it for awhile.
Minutes of the August 6, 2009 meeting were reviewed and approved as presented.
Chairman Austin requested the Re-zoning Application from Club Shed LLC be discussed first so applicant could leave – no objections.
Applicant (Charles Crisler) presented a plot map showing how the parcel would be divided. A discussion of RR1 and RR2 zoning restrictions took place and applicant stated they had no intentions of further dividing the RR1 parcel. Allan Barta made a motion that the plan commission “Recommend approval of the re-zoning request for Club Shed as submitted, providing Club Shed would place a deed restriction on the property stating there could be no further subdividing of the RR1 parcel (north parcel – 2.5 acres), which was agreeable to applicant.” A second was received from Haessig. Approval by all five members. Motion carried.
Ed Olund, Washburn County Zoning Board Chairman, was asked by the commission to attend the September meeting to discuss and explain the recent Subdivision Ordinance as approved by the Zoning Division. A lengthy discussion occurred involving the requirement that Washburn County needs to approve a Comprehensive Plan in order to create valid zoning regulations and that any town ordinances would not be enforceable without a county plan in place. Consistency must exist between Zoning and a County Comprehensive Plan. Likewise towns would want a comprehensive plan in place in order to create consistency for enforcement of their ordinances. It was decided that further action would be in vane unless the County approves their Comprehensive Plan.
Allan Barta presented a form he designed for listing Accomplishments, Pending projects and Variances handled by the commission. Copies were given to all members. It will serve as an ongoing document listing pending items assigned to various commissioners (or specific persons) for quick identification of the items and who is responsible for follow-up.

David Haessig discussed the use of the county website and geographic maps available for anyone’s use. The site can be used to identify parcels and see how they are zoned, who owns them, size of parcel etc.. He stated it was even possible to look up assessment values and tax information.
Discussion of the Morningside property issue was delayed until all plan commission members get a copy of the attorney’s letters with the review prepared by Allan Barta to read and evaluate.
A brief discussion about mowing roadsides (County and Town) took place with most feeling some roads should definitely be mowed twice a year for both appearance and safety. An early mowing mid to late June and a late summer mowing August 1 -15th were recommended. Ed Olund agreed to talk to people on the County Hwy board that would be in charge of such matters and implement the schedule.
Enforcement of town ordinances by building inspector were briefly discussed and Leroy will report back with more details after the town board deals further with this issue. It was noted that an ordinance might be in order covering driveway permits with renovation done on any property (i.e. as a way to bring existing driveways into compliance)
The building taking place at Prop’s was questioned as it pertains to size, closeness to the lake and now decks being added on the lake side. Ed Olund was familiar with the circumstances and will follow up to assure compliance. He will also follow up on why a deck is being built onto a home in Little Bear addition without permit.
The Commission requested of Ed Olund that the County Board of Adjustments be asked to provide copies of their decision to the Commission and Town Board.
At 8:00 PM a motion was made and seconded to adjourn (any further unresolved business would carry to the next meeting). Approval – unanimous. Motion carried.
