Town of Long Lake Plan Commission
Meeting Minutes – December 3, 2009


Chairman Bill Austin called the meeting to order at 6:00 p.m.
Members Present: Bill Austin, Allan Barta, Gene Romsos and Leroy Sandridge
Members Absent: David Haessig
Minutes of the September 3, 2009 meeting were reviewed and approved as presented. No November meeting was held due to the lack of a quorum.
Old Business: Morningside town property was discussed. All members have Allan Barta’s review of March of 2008 covering prior letters received from attorney Wm.Thiel. Leroy Sandridge thought there might be additional correspondence from Mr. Thiel since Allan’s review. In an effort to get this matter moving a motion was made by Gene Romsos stating “the Plan Commission recommends to the town board that they have attorney Thiel proceed with the steps outlined in his letter of January 28, 2008; following an estimate of acceptable costs. This motion was made under the assumption that no further correspondence has been received regarding this matter since Barta’s review of 3/20/08”. Leroy Sandridge was to check his file for any further related correspondence. Motion carried.
Leroy Sandridge presented a binder containing hard copies of all town ordinances as requested in our prior meeting.
New Business: Chairman Austin e-mailed resumes to commission members prior to the meeting and stated that the town board was requesting assistance of the Plan Commission in reviewing applicants for building inspector. Town board member Wes Mohns was present for the review. Board member Harvey Olund was unable to attend. Duties and responsibilities of a building inspector were discussed. After review and discussion of the applicant’s qualifications, the field was narrowed down to four . . . Jim Heldstab, Bill Koepp, Jim Price and John Mattson. A list of questions to be asked of the qualified candidates (final four) was discussed. It was suggested a job description be drafted that would outline all the duties and responsibilities of the building inspector.
Discussion took place again about the need to establish communications between the zoning office and building inspector. Leroy sited two building projects occurring in the town where no building permits (thus no inspections) were obtained. This problem (lack of a mandatory communication procedure) was discussed with Ed Olund at our September meeting.
Allan Barta asked if the town had provided funding for the Planning Commission in the 2010 budget. Not all plan commission members have a current Town of Long Lake Comprehensive Plan book. Additional copies are approximately $30+/- each from the county. Leroy felt the town would find funds to obtain copies. Ed Olund’s comments from the September 3rd meeting minutes were read:
A lengthy discussion occurred involving the requirement that Washburn County needs to approve a Comprehensive Plan in order to create valid zoning regulations and that any town ordinances would not be enforceable without a county plan in place. Consistency must exist between Zoning and a County Comprehensive Plan. Likewise towns would want a comprehensive plan in place in order to create consistency for enforcement of their ordinances. It was decided that further action would be in vane unless the County approves their Comprehensive Plan.
Based on the above comments it is hard to visualize the scope and responsibilities of a Town Planning Commission if a County Comprehensive Plan is not passed.
No public input at this meeting.
